This is a tier list of items based on their overall strength less so with their flexibility or early game slammability.

S-Tier

For S-tier, dpeiBIS (anti-heal, shred, and sunder) will always be important items to make regardless of the patch. The biggest change in this S-tier is that Crownguard and Protector's Vow are great items now because they nerfed all the other tank items by quite a bit. They're great in this set because shields synergize really well with vanguards specifically and all the tanks have great casting abilities that scale off AP or just give them a ton of shielding. Aside from that, the best AP item is Rabadon's after the buff and Deathblade has always been one of the best AD items. I think this combined with the ability to crit (now called Precision in this set), makes these items even more valuable.

A-Tier

For A-Tier, these items are also incredibly strong as well. I think none of these are too different from my previous tierlist, but Archangel's specifically is quite good with the introduction of Conduits in Set 17 where these casters are manalocked when they cast their spells. This makes Archangel's a lot better and Mana generation items like Shojin and Blue Buff a lot worse. There's also the obligatory shred and sunder items, but those are slightly less good this set just because of NOVA existing, and Void Staff just is overstatted so it's a good item even without the Shred effect.

B-Tier

For B-tier, these items are all situationally very good or just power level are okay. I think most of the tank items are completely balanced here where none are particularly bad to make depending on your item economy. Some items like Guinsoo's Rageblade, Infinity Edge, Titan's Resolve, Nashor's Tooth are S-tier depending on the comp/unit you're specifically playing, but aside from those units, they're potentially D tier, so that's why I put them in B because they're all very situational.

C-Tier

For C-tier, these items have a lower power budget and/or are inflexible. I think Shojin is acceptable to make in AP just because of item economy (so I think it could go in B-tier for that reason), but because of Conduit's featuring a decent amount of the AP lines, it's not a very flexible or mandatory item on any caster. You'd probably want JG Nashors Nashors ideally, but Shojin is good for item economy in those lines. I really don't like healing that much in general because the melee units that do use them usually have some built-in healing with Maruader or otherwise, but I'd much rather have defensive items like Edge of Night or QSS or damage items so they don't have to heal up and they can just kill the enemy. The best defense is a good offense.

D-Tier

Blue Buff is just bad because of item economy and because there's not a lot of traits that give a ton of AP or AD so the special effect of Blue Buff is not that meaningful, but it's still a mana generation item. Again with Conduits featuring so much Blue Buff kills your flexibility and isn't a great item anyway so that's why it's the sole D-tier item.
